Guidelines for Implementing Social Forestry Community Assistance
The Social Forestry (PS) program is a national priority of the Ministry of Environment and Forestry (KLHK) for 2015-2019 with a 4.38 million hectare target, but as of March 4, 2019, only 2.56 million hectares had been achieved, leaving a remaining target of 1.82 million hectares within nine months. The guideline for Social Forestry Community Assistance (PMPS) was established on January 15, 2019, as a reference for all parties in assisting communities who receive forest management permits/access. This assistance covers aspects of governance, business development, and conflict resolution, with sources of assistance personnel coming not only from the government but also from CSOs/NGOs, practitioners, academics, and the community, all of whom must be appointed through a Decree (SK) from the Head of the PSKL Center.
Multi-stakeholder synergy and collaboration are highly encouraged in this guideline, involving ten actors including NGOs and the business sector, based on four fundamental principles: equality, empowerment, synergy, and sustainability. Cooperation can be carried out in four areas: increasing the capacity of assistants, business development, procurement of facilities and infrastructure, and knowledge management. The implementation procedures for assistance include mapping, training, selection, structuring and appointment of assistants, financing, monitoring, and reporting, where appointed assistants can report information including tenurial conflicts through the SIMPING application.
