Madani's Insight: Forests, Climate Change, and Indigenous Peoples' Rights in the 2022 Government Work Plan

The 2022 Government Work Plan (RKP), themed "Economic Recovery and Structural Reform," includes the concept of green recovery to build a more sustainable post-pandemic economy. Environmental issues and climate change management are formally included in National Priority 6 (PN 6), with a target of reducing greenhouse gas emissions by 26.87%. However, the actual implementation of this commitment is considered weak, as funding allocations for the environmental sector are relatively small compared to the budget for infrastructure development and conventional economic recovery, which is dominated by high-carbon sectors.

Of the 45 National Strategic Projects (Major Projects) launched in 2022, programs focused on forest sustainability, climate change, and indigenous communities are minimal and even risk being counterproductive. The government is promoting the Food Estate project (a food production center area), which is feared to trigger massive deforestation and agrarian conflicts on peatlands and indigenous territories. Furthermore, formal recognition and protection of the human rights and living spaces of Indigenous Peoples throughout Indonesia have not been a top government priority, as programs related to Indigenous Peoples remain limited to the physical development of economic infrastructure concentrated in Papua. Therefore, the Madani Berkelanjutan Foundation encourages the government to strengthen regulatory oversight and implement holistic sustainable development from cradle to grave.
