Madani Monthly Updates on Indonesia Political Situation December 2019
The dynamics of political constellation is one of the things that should be reviewed by environmental social activists considering that politics is a tool for the configuration of the distribution of resources and public behavior. Therefore, Madani periodically makes updates and analysis related to the political dynamics of the environment and the management of Indonesia’s natural resources published every month.
In the Monthly Updates on Indonesia Political Situation edition November 2019 – First Sunday December 2019, there are some political events that should be considered. The political events in question are as follows:
1. KPK's fate: Jokowi refrained from issuing Perppu to restore the KPK's authority.
This is allegedly due to the structural factors of Jokowi who do not have a 'vehicle' of political infrastructure and Jokowi's vision that emphasizes the economic development side so as to make himself ignore the other sectors. The absence of efforts to restore the KPK authority makes the potential for corruption in the natural resources sector to be higher;
2 Election Discourse Is Indirect.
This discourse first rolled out from Interior Minister Tito Karnavian who said that expensive political costs made the potential for corruptive behavior from elected regional heads to restore the political fare issued during the contestation. Therefore, the regional head commits a crime of corruption in the form of a practice of hunting rent. One sector that has the potential to be corrupted and is often used as a medium for hunting rent ahead and after direct elections is the natural resources sector;
3. Discourse Amendment of the Constitution of the Republic of Indonesia in 1945.
The most highlighted thing in this amendment discourse is the change in the periodization of the Presidential term and the change in the Presidential election mechanism that is returned to the MPR. The discourse is considered not in line with the democratization agenda proclaimed at the time of the Reformation. In addition, from the discourse of the revolving amendment, there is no one to target the strengthening of the position of environmental issues in the constitution;
4. The Discourse of the Expansion of Papua.
This discourse first rolled out at a time when some indigenous figures met President Jokowi at the State Palace in early September 2019 with the proposal of 5 regional expansion in accordance with the customary region. There are several things that are feared when the expansion of the area is implemented, including; first, the dominance of the outside population and the marginalization of indigenous Papuans; Second, the burden of high-cost bureaucracy and the potential for corruption; Third, the expansion of the corporation feared will seize indigenous lands, forests, and other natural resources; Fourth, the potential for the country to exercise repressive actions; Fifth, horizontal conflicts between groups; Sixth, Papuans see that the strategy of the country.
5. Prolegnas Medium-term 2020-2024 and Prolegnas Priority Year 2020.
The proposal of hundreds of bills both the proposal of the medium-term Prolegnas and the proposed Prolegnas Priority in 2020 that came from parliament and this government has its own opportunities and challenges. There are several bills that are encouraged to be passed because the bill has the opportunity to improve the protection of the environment and the rights of indigenous peoples. But the challenge of the Prolegnas proposal is the re-promising bill and omnibus law that could potentially degrade the standardization of the environment as well as the rights of indigenous peoples.
