One Year Report on the Presidential Instruction on Palm Oil Moratorium

The implementation of Presidential Instruction (Inpres) No. 8 of 2018 on the Moratorium and Evaluation of Oil Palm Plantation Permits and the Enhancement of Oil Palm Plantation Productivity, after one year, remains dominated by preparation and coordination phases with no significant achievements. The majority of the 25 Provinces and 247 Regencies/Cities with oil palm plantations have not yet responded to this Inpres. Furthermore, initial identification reveals significant overlaps between oil palm plantations and forest areas in several regions, including Papua, East Kalimantan, and Central Kalimantan.

Nevertheless, some local governments, such as Aceh Province, Buol Regency, and Sanggau Regency, have demonstrated strong commitment through local policies, but face obstacles due to the lack of technical guidelines or dedicated local budgets. The implementation strategy is also criticized for setting seven priority provinces based on plantation size, while neglecting areas with the largest forest cover, like Papua and West Papua, which hold vast potential for forest conservation. Additionally, programs aimed at increasing the productivity of smallholder oil palm farmers, such as the People's Oil Palm Rejuvenation (PSR) program, are significantly behind target, with realization below 10% as of mid-2019.
