Synchronizing the West Papua Zero Deforestation Roadmap with the Manokwari Declaration
Four out of seven strategic targets in the West Papua Zero Deforestation Roadmap have been reflected in the Manokwari Declaration, including law enforcement, moratorium policies, permit reviews, and the strengthening of Indigenous peoples’ rights. In addition, 10 out of 38 regional planning programs already support these strategic targets.
However, three key issues remain unaddressed in regional planning documents: transparency of licensing information, consolidation of forestry data, and comprehensive forest and peatland restoration. Existing restoration programs focus mainly on rehabilitation and have yet to cover broader ecological, social, and economic recovery.
Furthermore, five commitments from the Manokwari Declaration and 28 regional planning programs are not yet aligned with the Roadmap’s strategic targets. These include revising the spatial plan to ensure 70% protected areas, developing funding schemes, strengthening human resource capacity, designating conservation areas, and supporting high-value economic products for Indigenous communities.
