Three Palm Moratory Drive Districts
A year on, the area's response to the Inpres Moratorium Sawit is still relatively small. However, there are initiatives in some areas that can be a lesson for other regions.
The response of the local government to the Inpres Moratorium on Palm oil is at least divided into two forms, namely in the policy commitment and public statements of the regional head. Three districts that have issued technical policies related to the inpres are Sanggau Regency, which has issued a Circular Letter of Sanggau Regent Number 065/3442/HK-B dated November 29, 2018 which contains the Implementation of Inpres Moratorium Sawit.
The second district that formed a similar policy, even before the inpress moratorium was enacted was the North Aceh Regency through the Regent Instruction (Inbup) Number 548/INSTR/2016 regarding the Moratorium on New Palm Oil Plantation Permit Permits in North Aceh. Third, Buol Regency through Regent Regulation (Perbup) No. 8/2019 on Delay and Evaluation of Palm Oil Plantation Licensing Lime.
In addition to Sanggau Regency, North Aceh, and Buol, the commitment of the implementation of the presidential decree has also been demonstrated by various other regional heads. Some of them are the Regent of Sintang, East Barito, Gorontalo, Banyuasin, and Lingga. To strengthen the implementation of palm moratorium, the Civil Society Coalition for Improvement of Palm Oil and Governance gave a series of recommendations, including building communication facilities between centers and regions and prioritizing transparency of moratorium development data.
The coalition also proposed to hold a special budget allocation for areas that give commitment to the implementation of the inpres, prioritizing areas that have the widest forest area, and the preparation of technical guidance that will be the reference of local governments.
