Madani's Update: Summary Of Media Analysis
The media analysis for May 6-12, 2019, covered six key issues: indigenous people, climate change, agrarian reform, palm oil, deforestation, and the forest moratorium. Indonesia's deforestation rate for 2017-2018 was 440,000 hectares, a decrease from the previous period. The government committed to continue the forest moratorium on primary forests and peatlands to slow deforestation and meet NDC targets. In Papua, the Governor pledged to preserve 90% of the tropical forest but noted the challenge posed by massive plantation and logging activities. The Coordinating Minister of Economic Affairs also emphasized the commitment to continue agrarian reform in the next government period.12345
The palm oil issue received attention after a letter from the Coordinating Ministry of Economic Affairs urged the industry not to disclose HGU (Right to Cultivate) data to external parties. This letter drew sharp criticism from various organizations, who argued it contradicted the President's order for conflict resolution and the Public Disclosure Act. Additionally, the Malay Customary Institution (LAM) and the KPK highlighted that millions of hectares of palm oil plantations are operating without proper licenses and failing to pay taxes. Concerning indigenous people recognition, a Regional Regulation Bill in Teluk Bintuni, West Papua, is awaiting approval, and the National Land Agency (BPN) Papua is encouraging district heads to issue regulations for indigenous territory delineation
