The Journey of the National Biofuel (BBN) Policy for the 2006-2015 Period

Initially, the national biofuel (BBN) policy was intended to reduce dependence on petroleum. Specifically, in 2006, the Indonesian government initiated this by issuing Presidential Regulation No. 5 of 2006 concerning the National Energy Policy, which targeted a biofuel mix of more than 5% by 2025.

Subsequently, Presidential Instruction No. 1 of 2006 concerning the Provision and Utilization of Biofuels as Alternative Fuels was issued. This Presidential Instruction stipulates that Ministries/Institutions and Regional Governments participate in issuing policies to accelerate the utilization of biofuels.

After that, in 2008, the Government through the Ministry of Energy and Mineral Resources issued ESDM Regulation No. 32 of 2008 concerning the Provision, Utilization, and Trade of Biofuels as Other Fuels.

This regulation mandates that Business Entities Holding Fuel Trading Permits are required to utilize biofuel as an alternative fuel. It also stipulates a 10% requirement for biodiesel (B20), bioethanol (E15), and pure vegetable oil by 2025.

In 2014, regulations related to BBN were supported by the issuance of PP No. 79 of 2014 concerning National Energy Policy with instructions that the target for the New and Renewable Energy (EBT) mix was at least 23% in 2025 and at least 31% in 2050.
