One of the efforts made by the government through the Fiscal Policy Agency (BKF) of the Ministry of Finance in supporting climate change control actions is by developing a budget tagging mechanism and developing innovative financing instruments.
The budget tagging mechanism is a process of identifying the amount of budget used to finance specific outputs aimed at complying with the targeted thematic program (BKF, 2016).
In this case, the regional government is expected to be able to identify budget allocations in the Regional Revenue and Expenditure Budget (APBD) and identify what funding instruments can still be utilized in funding the implementation of regional climate change actions and mitigation so that the climate change budget can be managed effectively and efficiently and support the effectiveness of the implementation of climate change actions and mitigation in particular.
In this regard, the Madani Berkelanjutan Foundation together with experts in the field of budget tagging held a Green Budget Tagging and Scoring System training in Maluku Province from June 30 to July 1, in Ambon City.
The NDC Program Officer of the Sustainable Madani Foundation, Erlangga, stated that the aim of the Sustainable Madani Foundation in holding the training was to encourage the Maluku Provincial Government to align the RPJMD with the RAD GRK so that it could later access other green funding sources that could support the Maluku Provincial Government apart from the existing APBD.
On the same occasion, Joko Tri Haryanto, a researcher from the Financial and Development Agency (BKF), who also served as a trainer for the Green Budget Tagging and Scoring System training in Maluku Province, expressed his appreciation for the Madani Berkelanjutan Foundation's initiative in this training. " This training is a form of knowledge transfer so that in the future, regions can independently implement this mechanism in the preparation of the RPJMD and APBD, " said Joko.
According to Joko, budget tagging, budget scoring, and performance scoring are tools or a series of mechanisms for budget administration. This is crucial because the outcome of every rupiah spent from the regional budget can be tracked.
" So far, 30-40% of the regional budget has not benefited the community, even though the trend of budget transfers to regions and village funds continues to increase every year ," Joko emphasized.
Through this training, the Madani Berkelanjutan Foundation hopes to improve the capacity of Maluku Province's OPDs in managing budgets and determining priority green programs so that the region can play a role in mobilizing both public and non-public funding sources.
