Research by the Center for International Forestry Research (CIFOR), published in the journal Forestry Review, shows that land ownership permits tended to increase until 2017, or before regional elections. These permits were issued by incumbent regional heads and candidates for regents and mayors, in conservation areas, protected forests, and corporate concessions.
A study by the Madani Berkelanjutan Foundation in September 2020 also found a pattern of palm oil location permit issuances that tend to cluster during regional election years. Of the nine provinces that will hold simultaneous elections, three have the largest natural forests, both in production and APL areas.
