The Civil Society Coalition for Improvement of Palm Oil Governance revealed that only six provinces in Indonesia are committed to implementing the moratorium on palm oil. The commitment is in the form of the governor's statement, the statement of the deputy governor and the governor's instruction.

The Governor of East Kalimantan and West Papua said they would conduct a moratorium on new permits. While the Governor of West Kalimantan and the Deputy Governor of the Riau Islands stated that they would carry out a moratorium on new permits and evaluate old permits.

In addition, the Governor of Riau stated that carrying out the entire contents of the moratorium. Finally, the Governor of Aceh issued Governor's Instruction No. 04/INSTR/2017 on Foreign Investment Moratorium in Palm Oil Plantation. Based on the Decree of the Minister of Agriculture No. 833/KPTS/SR.020/M/12/2019 on the Determination of the Expansion of the Indonesian Palm Oil Cover, three of the six provinces are provinces with the widest oil palm plantations.

Oil palm plantations in Riau area of 3.39 million ha, West Kalimantan 1.81 million ha and East Kalimantan 1.29 million ha. Implementation of oil palm moratorium in the area is still not optimal. The Civil Society Coalition for Improved Palm Oil Governance Found three challenges experienced by local governments to implement palm moratorium.

The challenge is that there is no special budget allocation, there is no technical guidance for local governments, and there is no communication mechanism between the center and the region.
