Madani Infobrief Februari, 2020 Madani Monthly Updates On Indonesian Political Situation February 2020
The Madani Monthly Updates for February 2020 highlights three political issues concerning environment and natural resource management in Indonesia: the termination of cooperation between the Ministry of Environment and Forestry (KLHK) and WWF Indonesia, the food safety issue of Indonesian palm oil, and the development of the Omnibus Law on Job Creation Bill (RUU Cipta Kerja). The termination of the KLHK-WWF Indonesia partnership was formalized on January 13, 2020, citing four evaluation points, including the expansion of the agreement's scope and violations of cooperation substance. Regarding palm oil, the European Union's proposed maximum limit of 1.25 ppm is deemed discriminatory by the Indonesian Government and CPOPC, as the accepted safe limit is 2.5 ppm.
The progression of the Omnibus Law on Job Creation Bill is a focus, as the draft has been submitted to the DPR and contains several concerns spanning economic, legal, democratic, and environmental aspects. Environmentally, the Bill removes the minimum 30% forest area preservation limit for each watershed and eliminates the environmental permit, replacing it with a business license. Furthermore, there are legal and democratic concerns, with the Bill's drafting process criticized for lacking transparency and the centralization of authority potentially limiting public participation, including in the Environmental Impact Assessment (Amdal) process.
