REDD+ implementation in Indonesia continues to prioritize the development of legal and institutional frameworks, particularly the delayed Government Regulation on Environmental Economic Instruments, which is essential for operationalizing the Environment Fund Management Agency and accessing results based payments such as the Norway LoI fund. Coordination has been centralized within the Ministry of Environment and Forestry under the Directorate General of Climate Change Control, alongside the drafting of a REDD+ implementation regulation, though both processes have proceeded with limited transparency and civil society engagement.
Measures to address deforestation include extending the primary forest and peatland moratorium, but its impact remains constrained by exemptions for existing licenses, new sectoral exceptions, and limited data disclosure. Peatland restoration efforts face resistance from plantation and timber industries, highlighting the need for stronger enforcement and political backing. Meanwhile, palm oil governance remains contested, marked by debates over the Palm Oil Bill and ongoing efforts to strengthen the ISPO certification system.
