The Journey of the National Biofuel (BBN) Policy for the 2016-2021 Period

After the world agreed to the Paris Agreement in 2016, Indonesia ratified the agreement and included the NDC document as a national emission reduction target.

The contents of the NDC document are, the target for the renewable energy mix is 23% in 2025 and 31% in 2050. Then, the use of biodiesel (B30) in the transportation sector is projected to reduce emissions by 90%-100% in the energy sector.

In 2017, the government issued Presidential Decree Number 22 of 2017 concerning the National Energy General Plan (RUEN) with instructions to make biodiesel the main BBN for transportation.

Subsequently, in 2021, Indonesia released the updated NDC 2030 and Long-term Strategy on Low Carbon and Climate Resilience (LTS-LCCR) 2050 documents. In the updated NDC, Indonesia re-implemented the use of biofuels as a strategy for mitigating emissions reductions and specifically designated palm oil as the primary raw material for biofuels.

Meanwhile, in the LTS-LCCR, the transportation sector's energy mix structure is planned to be 46% biofuels in the most ambitious scenario by 2050. This percentage is the largest among fossil fuels (20%), electric vehicles (30%), and natural gas (4%).
