REDD Results Based Payment - Where are the safeguards

The Government of Indonesia has submitted an Emissions Reduction Report for the Indonesia-Norway partnership, proposing a payment for an emissions reduction of 4,813,933 tons of CO2 under the Results-Based Payment (RBP) scheme. This partnership is based on UNFCCC rules, which mandate the provision of the most recent summary of information on how all Cancun Safeguards are addressed and respected before obtaining results-based payments. Therefore, the Norway Government should request a transparent and participatory report on REDD+ safeguards implementation before providing the first RBP.

Although the most recent information from the Government of Indonesia has described the process of developing Principles, Criteria, Indicators, and the Safeguards Information System (SIS-REDD+), there has been no summary of information regarding the results of the system's implementation. The Indonesian Government has also implemented many policies that reduced deforestation and forest degradation, which should be assessed in terms of whether safeguards, especially pertaining to the rights of indigenous people and participation, have been respected. It is crucial to ensure safeguards are addressed and respected for forest governance, participation, the rights of communities, and the integrity of ecosystems so that the emissions reduction can be sustained in the long run.
