REDD+ Update Report Regulation of Minister of Environment and Forestry No. 70/2017 on The Procedure of Implementation for Reducing Emissions from Deforestation and Forest Degradation, Role of Conservation,Sustainable Management of Forest, and Enhancement of Carbon Stocks
Minister of Environment and Forestry Regulation No. 70/2017, issued on 29 December 2017, establishes the legal framework for REDD+ implementation, covering key instruments such as the National Strategy, FREL, safeguards (SIS-REDD+), and MRV. It designates 96.6 million hectares as REDD+ areas, defines eligible actors and activities, and regulates the full implementation cycle, including access to results based financing, while recognizing indigenous peoples’ and local communities’ rights through safeguard provisions.
The regulation sets a phased approach toward results based payments and clarifies the roles of the Ministry, subnational entities, and implementers. While Papua hosts the largest REDD+ performance area, land control remains highly concentrated, with large concessions holding the vast majority of REDD+ areas compared to a small share managed under community and social forestry schemes.
