REDD+ Update Report: Regulations concerning Access to Geospatial Data and Information in One Map Policy Acceleration

The One Map Initiative (OMI), now called Kebijakan Satu Peta (KSP), was accelerated by a Presidential Regulation in February 2016 and is scheduled for completion in June 2019. This massive undertaking aims to create a single geospatial reference by compiling, integrating, and synchronizing thematic maps. However, the process has drawn criticism, especially after the August 2018 Presidential Decree No. 20/2018, which severely restricts access to geospatial data on the National Geospatial Information Network to only a few state officials.

Civil society is concerned that the accelerated KSP process has deviated from its initial goals of tenurial conflict resolution and agrarian reform. The regulations limit access to "License and Land Related Maps," such as forest and mining concessions, which civil society needs for monitoring deforestation and land grabbing. To address this, civil society recommends establishing a multistakeholder forum for data sharing, clarifying the nature of the access restrictions, and determining the status of participatory maps, including indigenous territory maps.
