Risk Assessment of the Job Creation Bill on Natural Forests and the Achievement of Indonesia’s Climate Commitments

The document discusses a risk review of the Job Creation Bill (RUU Cipta Kerja) which indicates that its implementation could increase the risk of natural forest loss and potentially thwart the achievement of Indonesia's climate commitment (NDC target) in the forestry sector. If the articles that weaken natural forest protection are implemented, five provinces are threatened with losing all of their natural forest by 2056, namely Riau (2032), Jambi and South Sumatra (2038), Bangka Belitung (2054), and Central Java (2056).

Furthermore, the NDC deforestation threshold of 3.25 million hectares for the 2020-2030 period is projected to be exceeded in 2025 due to the rate of deforestation. The Bill also risks eliminating the opportunity to save 3.4 million hectares of natural forest located within palm oil concessions, particularly to meet the domestic biodiesel consumption target in 2024. Therefore, the Job Creation Bill is deemed worthy of having its discussion halted because it has the potential to weaken the protection of natural forest and the environment.
