The analysis highlights critical gaps in previous climate targets, particularly the risk of deforestation and peatland degradation driven by aggressive bioenergy expansions, such as biomass co-firing in coal power plants and large-scale biofuel production. To prevent trade-offs between clean energy transitions and natural ecosystem preservation, the document advocates for strict No Deforestation, No Peat, No Exploitation (NDPE) guidelines, integrated land-use roadmaps, and the phase-out of unsustainable carbon capture technologies in favor of direct renewable energy investments.

Across key sectors—specifically Energy, Forestry and Other Land Use (FOLU), Agriculture, and Waste—the text emphasizes integrating climate justice and community-led governance into national strategy. It calls for expanding social forestry, recognizing Indigenous and local land rights, and leveraging blue carbon and nature-based solutions to achieve meaningful emissions reductions. By reinforcing transparency through robust Measurement, Reporting, and Verification (MRV) systems and aligning energy transition objectives with ecosystem conservation, the document argues that Indonesia can set an ambitious, equitable, and realistic roadmap toward its 2030 targets and long-term net-zero goals.
