The Position and Role of Indigenous Peoples and Local Communities in Carbon Pricing Implementation in Indonesia
The primary objective of carbon pricing (NEK) is to achieve Indonesia’s Nationally Determined Contribution (NDC) targets, with economic benefits considered a “bonus.”
NEK regulations recognize the role of forest communities in implementation, particularly as actors in climate change mitigation and adaptation as well as implementers of NEK itself. However, carbon property rights are still claimed by the State, with implications for forest communities that remain unclear.
Carbon pricing mechanisms currently accessible to forest communities include Results-Based Payments (RBP) under REDD+ through BPDLH, as well as international regional initiatives such as the BioCarbon Fund in Jambi and the FCPF in East Kalimantan.
