Presidential Regulation No. 98 of 2021 (Perpres 98/2021) on the Implementation of Carbon Economic Value for the Achievement of Nationally Determined Contribution Targets and Control of Greenhouse Gas Emissions in National Development is a serious reflection of the Government of Indonesia in dealing with the impact of climate change and as well as a legal basis in realizing the Government's obligations in contributing to the reduction of greenhouse gas emissions.

In addition to accelerating and measuring the fulfillment of Indonesia’s NDC targets, the implementation of Carbon Economic Value (NEK) is also expected to accelerate the implementation of low-carbon and climate-resilient long-term development strategies.

However, from the policy of Presidential Regulation 98/2021, we analyze there are still things that need to be clarified related to 1) the role and position of forest guardian communities in the implementation of NEK; 2) the certainty of legality and recognition of the rights of indigenous and local communities to manage forests in order to actively participate in the implementation of NEK; and 3) integration of environmental service schemes in the implementation of NEK.

Departing from the above problems, we provide policy recommendations for the implementation of the implementation of the implementation of NECK to the Minister of Environment and Forestry and the Minister of Finance and the Minister of Finance to 1) strengthen the position and role of forest guardian communities in the implementation of Carbon Economic Value through the implementing regulations of Perpres 98/2021; 2) accelerate the granting of legal-formal rights of social forestry while strengthening the capacity of forest guardian communities in order to actively participate in the implementation of the Carbon Economic Value; and 3) recogniz.

The clarity of regulation and the mechanism of STUDENTS for forestry communities is very important to ensure the acquisition of carbon benefits and the implementation of an equivalent benefit-sharing mechanism for forestry communities that have contributed in protecting forests, maintaining forest carbon reserves, as well as reducing emissions release into the atmosphere.
